Rules of Racing

The Rules of Racing as adopted and herein set forth are published and officially declared the rules and regulations of racing for the state of Louisiana.  They are compiled to promote racing on a high plane and encourage breeding and ownership of thoroughbred horses and quarter horses in the state.

Petition for Adoption of Rules (LAC 35:I.304)
  1. All rules of the commission shall be adopted, amended or repealed in accordance with the Administrative Procedure Act, R.S. 49:950 et seq.
  2. The commission, on its own motion or on the petition of any interested person, may request the promulgation, amendment, or repeal of a rule.
    1. Such petition shall:
      1. be in writing;
      2. state the name and address of its author;
      3. contain a statement of either the terms or substance of the proposed rule, amendment, or repeal;
      4. state the reasons or grounds for the proposed rule, amendment, or repeal;
      5. include any data, views or arguments in support of the rules, amendment, or repeal.
    2. The commission shall forward such petition of any interested person or party to the Rules Committee who shall consider the petition, and make recommendations to the full commission on proceeding with rulemaking in accordance with this part and the Administrative Procedure Act.
    3. If the requested promulgation, amendment, or repeal of a rule is commenced by the commission on its own motion, the commission may initiate rulemaking in accordance with this part and the Administrative Procedure Act.

Uniform Medication Rules:
 

** Notice to Horsemen & Trainers:
 

 

 

The above Uniform Medication Rules are effectively changed as of September 20, 2015, however, there will be a transitional period where the new drug thresholds will NOT trigger a positive test call until November 15, 2015.  The Commission will notify trainers when they have a test that will cause a positive after November 15, 2015.
 
IMPORTANT NOTE: Any test that would have been a positive prior to the rule change will still be positive during the transitional period.
